Background of the Study

Female entrepreneurship plays a pivotal role in the socio-economic development of communities, particularly in rural and semi-urban areas. In Makurdi North Local Government Area (LGA) of Benue State, the potential for women to contribute to economic development through entrepreneurship has often been constrained by factors such as limited access to finance, inadequate training, and cultural barriers. Local government policies that target female entrepreneurship are critical in addressing these challenges and creating a conducive environment for women to thrive as entrepreneurs. Policies that provide financial support, training programs, access to markets, and networking opportunities can help empower women and reduce gender-based economic inequalities. This study aims to assess the effectiveness of local government policies in encouraging female entrepreneurship in Makurdi North, focusing on how these policies have contributed to the growth of women-owned businesses and the challenges they face.

1.2 Statement of the Problem

Despite the presence of local government policies aimed at fostering female entrepreneurship in Makurdi North, many women still face significant barriers to starting and growing their businesses. Limited access to capital, societal expectations, and a lack of supportive networks remain significant obstacles. This research aims to assess the extent to which local government policies have successfully addressed these challenges and fostered an environment conducive to female entrepreneurship in the area.

1.3 Objectives of the Study

  1. To evaluate the effectiveness of local government policies in promoting female entrepreneurship in Makurdi North.

  2. To identify the challenges faced by female entrepreneurs in Makurdi North despite the existence of local government policies.

  3. To assess the impact of female entrepreneurship on the local economy in Makurdi North.

1.5 Research Hypothesis

  1. Local government policies in Makurdi North have significantly promoted female entrepreneurship.

  2. Female entrepreneurs in Makurdi North continue to face significant challenges despite the implementation of local government policies.

  3. Female entrepreneurship has a positive impact on the local economy of Makurdi North.

1.6 Significance of the Study

This study is significant as it seeks to evaluate the effectiveness of local government policies in fostering female entrepreneurship in Makurdi North. It will provide insights into the strengths and weaknesses of current policies, offering recommendations for enhancing policy effectiveness. The findings will be valuable for policymakers, gender advocates, and development organizations seeking to empower women economically through entrepreneurship.

1.7 Scope and Limitations of the Study

This study will focus on local government policies related to female entrepreneurship in Makurdi North, Benue State. It will examine the impact of these policies on women-owned businesses, the challenges faced by female entrepreneurs, and their contribution to the local economy. Limitations may include difficulties in accessing data from local government officials and entrepreneurs, as well as potential biases in self-reported data from female entrepreneurs.

1.8 Operational Definition of Terms

  • Female Entrepreneurship: The establishment and management of businesses by women, including small, medium, and large-scale enterprises.

  • Local Government Policies: Policies developed and implemented by local government authorities to address specific community issues, including the promotion of entrepreneurship.

Economic Empowerment: The process through which individuals, particularly women, gain the ability to control resources, make decisions, and improve their economic status
